A Light Year (LY) is not a measure of time as the name suggests but of distance. When dealing with the vast distances between stars the use of kilometres are far too small to be practical.

One light year is the distance light will travel through a vacuum in a year. This is approximately equal to 9.461×1015 metres (almost nine and a half trillion kilmetres).

Matter cannot reach even a fraction of this speed. For travelling within the Confederation, ZTT Drive is essential, given that the length of its territory is just under 800 LY.
